IACP is proud to announce the recipients of its annual awards, honoring individuals who have made significant contributions to the well-being of Iowans, particularly those in need of behavioral health and disability services.

This year, IACP recognized Steve Hodapp as the IACP Executive of the Year and Jack Mescher as the 2025 IACP Relentless Advocate of the Year.

These titles are awarded to individuals who go above and beyond their professional roles to make a lasting impact in their communities. At the IACP annual conference, these two remarkable leaders were celebrated for their unwavering commitment to improving the lives of vulnerable Iowans.

Steve Hodapp, Executive of the Year

With nearly 30 years of leadership at Vodec, Steve Hodapp has guided his organization through countless changes and challenges. Known for his humble approach and dedication, Steve has played a pivotal role in providing excellent services to Iowans with disabilities. 

IACP CEO, Ben Shuberg, commended Steve for his longstanding commitment to the field: “Steve has been a pillar of leadership in our industry. His reliable engagement and humble approach are admirable and reach beyond his own organization. Steve provides valuable feedback and leadership, and is committed to helping the industry navigate challenges.”

Jack Mescher, IACP Relentless Advocate of the Year 

As CEO of Hills & Dales, in Dubuque, Iowa, Jack's dedication to advocacy is remarkable. In particular, his use of data to tell an effective story has had a powerful impact. Jack’s commitment to providing high-quality supports for Iowans has made him a driving force in the fight for improved funding for community-based services.

Mescher’s presence at the state capitol advocating for our collective industry, also contributes to his relentless advocacy. IACP CEO Ben Shuberg remarked: “He not only champions his organization but the entire field, demonstrating leadership and a passion for making a difference every day.
