Day Habilitation Staff Qualifications

Question: Can training taken prior to February 1 "count" toward the DayHab training hours?

Response: HCBS staff have clarified the expectation is DayHab staff will take the 9 hours of DayHab training between February 1, 2021 and July 31, 2021.  If staff completed training hours prior to February 1, organizations can submit an Exception to Policy (ETP) to have those training hours counted.

Question: The new rules for DayHab require a staff person to have a high school diploma or equivalent?  Is there a way a current staff person can still work even if they don't have that?

Response: The rules became effective February 1, 2021. If you employ a direct support professional that does not possess a HS Diploma or its equivalent they may only provide services with line-of-sight supervision.  You may request an exception to this policy and ask that the department waive the requirement of line of sight supervision for the specific employee citing the employee’s role, experience training etc. . You may request an exception to policy online at: https://dhs.iowa.gov/appeals/ask_exception

The new rules can be found in ARC 5307C and amend 441-77 and 441-78.
