Meet Susan Woodford of First Resources Corp.

Since 1987, First Resources Corp. has supported individuals and families throughout Southeast Iowa with services tailored to their individual needs, while at the same time strengthening the communities they call home. For the past seven years, Executive Director Susan Woodford has led the organization and its continued commitment to person-centered support.

In her role, Woodford oversees all aspects of the Ottumwa-based organization, supporting the staff and volunteers who provide daily assistance, respite care, residential services, manage multiple-site housing programs, residential and outpatient substance use treatment programs, and more.

For Woodford, the organization’s work reflects the character of the region it serves.

Innovative paths to community support

One recent accomplishment which Woodford says reflects this caring spirit is First Resources involvement in the Market Street Landing inclusive playground in Ottumwa. The organization helped advance the development of the abilities park and raised an impressive $2.5 million in less than a year.

As part of a broader initiative to revitalize underused areas along Ottumwa’s riverfront, the inclusive play space is transforming vacant land into a welcoming destination for recreation and community connection. Designed for people of all abilities and backgrounds, the park gives residents a place to gather, play and enjoy public space while also supporting economic development, attracting visitors and encouraging continued investment in Ottumwa.

For Woodford, the project is a strong example of the collaborative community spirit at the heart of First Resources’ mission.

Another important part of the organization’s work is its operation of two Intensive Residential Service Homes, or IRSH homes, in the area.

Eligible participants are Iowa adults with qualifying diagnoses who require continuous, supervised treatment. IRSH homes provide a safe place to live along with 24-hour support, behavioral health treatment and other services. The program offers residents a structured environment while helping reduce the risk of repeated hospitalization, institutional placement or homelessness.

While First Resources is proud of these accomplishments, Woodford recognizes that community-based providers continue to face significant challenges. Affordable housing remains one of the greatest needs in Southeast Iowa, particularly for people who require accessible and stable living options, including many of those supported by First Resources.

Low Medicaid reimbursement rates also place ongoing pressure on providers, affecting their ability to recruit and retain employees, maintain services and plan for future needs. Changes to service models, funding structures, state systems and public policies create additional challenges for organizations working to provide consistent care.

As a long-standing member of the Iowa Association of Community Providers, First Resources values IACP as an important resource and advocate for the broader network of community-based service organizations across Iowa.

Woodford says this partnership is especially valuable in a field that depends on a knowledgeable, compassionate and dependable workforce. Through advocacy, timely information and professional training, IACP helps First Resources respond to change while remaining focused on delivering consistent, person-centered services.

Woodford hopes more people outside the field will recognize the essential role community providers play. Their work reaches beyond the individuals who directly receive services. It also supports families, strengthens neighborhoods and helps create communities where more people can participate, contribute and belong.

Meet Marcy Davis, CEO of Candeo

Building Community, Creating Opportunity and Never Giving Up

JCandeo’s story began in 1992, when a group of parents at Ankeny High School came together with a shared vision to create greater opportunities and a brighter future for their children. Their goal was clear; that students in special education live full lives in all high school activities and remain well known in the community.

At the time, adult services were largely facility-based, and there were no comparable services available locally. The families did not want their children to have to leave the community where they had built relationships, or transition into settings that felt isolating. Working alongside educators, the parents set out to create another path, one grounded in inclusion, independence and community.

That effort became Creative Community Options, Inc., now known as Candeo. The organization opened its doors as a Home and Community Based Services provider and became Iowa’s first 100% community-based provider.

More than three decades later, that commitment to community remains at the heart of Candeo’s work.

Growing With a Mission

Leading this work is CEO Marcy Davis, who has served in her role since 1996, and has led the organization in expending services and evolved the budget to be over 30 times what it was since initially taking on her position.

For Davis, however, Canada’s growth is about much more than numbers.

After relocating from Texas, where she had worked as an employment team leader, Davis was drawn to Candeo because of the organization’s commitment to ensuring that each person receiving services remains at the center of the decisions that shape their life.

Supporting People Through Complex Needs

That determination has become increasingly important as the individuals Candeo support face more complicated and interconnected needs. As just one example, Davis points to the growing need to provide addiction recovery support while also addressing the many other complex needs individuals may experience.

At the same time, community-based providers continue to navigate persistent financial challenges.

Candeo has worked to “stretch the funds, limit indirect expenses and leverage grants, financial donations and in-kind donations.”

Despite those challenges, the motivation behind the work remains clear.

“My motivation, along with many of our employees, is the people we support,” Davis said. “We believe in them, respect them and are honored to be given the opportunity to walk with them to a better future.”

The rewards come in both moments of celebration and moments when support matters most.

Stronger Through Connection

For Davis, membership in the Iowa Association of Community Providers has also played an important role throughout her career with Candeo.

“IACP is a critical asset to our provider community, and I can’t imagine trying to lead Candeo and keep up with all the changes, challenges and news without the support of our IACP team,” Davis said.

That support comes in many forms, from advocacy and training to conferences, committees and opportunities to build relationships with fellow providers.

“One critical benefit is the connection to other providers,” Davis said. “The networking opportunities have benefited me as Candeo’s CEO and Candeo many times.”

Throughout her involvement with IACP, Davis has served on the Membership Committee, Political Action Committee, Training Committee and Board of Directors. Each experience, she said, has created opportunities to strengthen relationships and continue learning from others throughout Iowa’s provider community.

Recognizing the People Behind the Work

When Davis thinks about what she wishes more people understood about community-based services, one role stands out in particular: the Direct Support Professional.

She believes the responsibilities carried by Direct Support Professionals, and the knowledge, compassion and adaptability required of them, deserve greater recognition.

“In my mind, the Direct Support Professional is the same kind of hero and our police officers, first responders and healthcare professionals.”, she says.

HCBS services have expanded; the needs of the people we support have become increasingly complex and the provider landscape continues to change. But the principle at the center of Candeo’s work remains remarkably consistent: believe in people, support their right to direct their own lives and keep working toward solutions.

Or, as Davis and the Candeo team put it, follow “The Candeo Way”, and never give up.

Jennifer McCabe's path to leadership began quite different from where she is today. A Mission Rooted in Dignity

Founded in the early 1990s, Opportunities Unlimited provides Comprehensive Neurobehavioral Rehabilitation Services (CNRS) and Intermediate Care Facility (ICF) services for individuals who have sustained a brain injury or who live with other cognitive or physical disabilities. As Jennifer points out, the need for this work can touch any family, at any time.

"People do not plan for life-altering events that may leave them dependent on the care and support of others," she explains. Specialized Support for Brain Injury and Beyond

Opportunities Unlimited also provides Home and Community Based Services (HCBS), a model of support designed to help children and adults with special needs live as independently as possible, in their own communities rather than in institutional settings. The organization operates five HCBS homes where individuals build the everyday skills needed to move toward greater independence.

Beyond residential support, Opportunities Unlimited offers a range of flexible community services: Day Habilitation, which provides structured daytime activities that build social and life skills; Employment Services, which help individuals find and succeed in meaningful work; Supported Community Living, which provides assistance with daily tasks in a person's own home; and Respite, which gives family a much-needed break while ensuring their loved one remains safe and engaged.

Vibrant Voices: Where Art Meets Music

This year, Opportunities Unlimited is proud to present its 3rd Annual Art Exhibit in collaboration with Unspoken Symphony: Vibrant Voices, an extraordinary fusion of visual art and music that celebrates creativity, self-expression, and the power of inclusion in the Siouxland community.

The Unspoken Symphony project uses specialized technology to give a voice to individuals with speech-limiting conditions. Their original artwork is converted into one-of-a-kind melodies, creating a new way to share and connect with their community and loved ones.

Every piece in the exhibit was created by an individual served by Opportunities Unlimited. Some artists completed their work independently with minimal oversight, while others shared their vision and inspiration with staff members who helped bring their "dream" artwork to life.

The exhibit will be open beginning June 22, with an opening reception from 3 – 6 pm. at the Sioux City Art Center, Gilchrest Learning Center.

"Watching each artist shine throughout the creative process was truly inspiring," Jennifer reflects, "as every piece reflected individuality, imagination, and personal expression in its own meaningful way."

Together, the artwork and music create a sensory experience that highlights the voices and talents of these artists in a powerful and unforgettable way.

The Iowa Association of Community Providers (IACP) has been a steady source of support for Opportunities Unlimited, offering advocacy, training opportunities, and meaningful professional connections. The organization has participated in numerous IACP trainings, conferences, and meetings, and the relationships it has built with fellow providers and state officials have proven invaluable, helping the team work through challenges and discover better ways to overcome obstacles.
