“Taking the Scare out of EBPs”

Evidence-Based Practices (EBPs) have shown long-standing results for improving client care and system response for persons with mental illness and co-occurring disorders (intellectual disabilities, substance use disorder, etc). Taking EBPs from theory to service delivery though can be challenging.  This conference offers its attendees the perspective of Iowa practitioners who utilize SAMHSA’s Integrated Co-occurring Disorders, Supportive Housing, and Supported Employment (Individualized Placement and Supports).  As MHDS Redesign moves forward, come and explore these EBPs to be on the ground floor of developing learning communities statewide as we learn the art and science of fidelity and the rewards clients, providers, and communities can receive when EBPs are offered.

9:30-10 AM Plenary Session-Department of Human Services-Rick Shults

Rick has been involved in community service programs related to developmental disability and mental health for the past 43 years.  Rick began his career as direct care staff at a private residential treatment center.  In the private sector he has worked in a variety of administrative and management roles from Qualified Mental Retardation Professional to CEO.  In state government Rick has been the Director of Community Developmental Disabilities, Director of Management Operations, and the Director of Mental Health Services for what was formerly the Kansas Department of Social and Rehabilitation Services.  Since 2011 Rick has been the Administrator for Mental Health and Disability Services for Iowa’s Department of Human Services.  He graduated from the University of Oregon.  He has his Masters of Business Administration from Pepperdine University. 

10AM -12 Noon Integrated Co-occurring Disorder

 Sharon Heckathorn- LISW, IADC, LIMHP is the Associate Clinical Director for outpatient and residential services with Heartland Family Service in Southwest Iowa.  She has been with Heartland Family Service since April of 2010.  Sharon received her undergraduate degree in Social Work from Dordt College Sioux Center, IA in 2000.  She went on to receive her graduate degree from the University of Nebraska in Omaha, NE in Social Work in 2004.  Her current position entails the supervision and development of staff as they seek to enhance their therapeutic skills in treating individuals with co-occurring disorders including substance abuse, mental health, problem gambling, school-based services, trauma-informed care and parent-child relationship therapies.

Shannon Mahnke, M.S.is the Iowa Behavioral Health Director for outpatient and residential services with Heartland Family Service in Southwest Iowa.  She has been with Heartland Family Service since September 2004.  Her current position entails the supervision and development of staff, research, development, and implementation of programming to treat individuals with co-occurring disorders including substance abuse, mental health, problem gambling, school-based services, trauma-informed care and parent-child relationship therapies.  

Danielle O'Brien-Day M.S. joined Community Health Centers of Southern Iowa (CHCSI) in 2010. Ms. O'Brien-Day earned her Master of Science in Counseling Psychology from St. Cloud State University.  She is the Behavioral Health Director at CHCSI and services patients in the Centerville office as well as offering school based therapy in the Chariton and Wayne School Districts.  Ms. O’Brien-Day leads the Integrated Treatment for Co-Occurring Disorders program at CHCSI.  She has received training in the areas of Motivational Interviewing, Trauma-Focused CBT, DBT, EMDR, and PCIT. Ms. O’Brien-Day completed the Community Health Center Executive Fellowship at The University of Kansas Medical Center in 2017.

Regina Lassabe M.S. joined CHCSI in 2017. Ms. Lassabe graduated from Capella University with her Masters in Mental Health Counseling. She currently serves patients of all ages and provides a range of therapeutic approaches including EMDR and Motivational Interviewing.  She is an active participant in the Integrated Treatment for Co-Occurring Disorders team.

Cynthia Latcham B.S. is Director of Programs & Services at Anawim Housing implementing Permanent Supportive Housing programs using evidence based principles of Housing First Harm Reduction and Trauma Informed Care.  She graduated from University of Iowa with a degree in Social Work and is currently pursuing a graduate degree through Drake University in Public Administration.  She is a passionate believer in smart, creative bureaucracy that empowers individuals to achieve goals.  She is especially proud of the team of committed and talented professionals she works with on a daily basis.

2:45-4:45 PM Supported Employment-Individual Placements and Supports (IPS)

Scott Witte, BA, LBSW, serves as Director of Partnership & Service Development for Hope Haven, Inc. in Rock Valley, Iowa, where he has been employed for his entire 39 year career.  Since 2013, he has provided administrative oversight to My Choice Employment, in rural northwest Iowa.  My Choice has assisted more than 230 individuals with disabilities obtain jobs with 175 employers.  Scott has served on several regional and state work groups, boards, councils, and initiatives throughout his career, including a 2014-17 term on the Iowa APSE board. My Choice Employment received the “2017 Best Practice Award” from National APSE, and one of the people the service supports was one of two recipients of the national “2017 Personal Achievement Award.”  Scott received the Iowa APSE “2017 Professional Award.”  Since 2014, Hope Haven, Inc. has provided IPS in its Southwest Minnesota Service area, helping more than 100 individuals with severe mental illness obtain employment.  Over the past three years, Scott has led an effort with Region and State agencies/organizations to bring IPS to Iowa; on July 2018 IPS Pilot projects were launched in three Regions. Sherry Becker is the Executive Director of NIVC Services and the North Iowa Transition Center in Mason City, Iowa. Sherry has over 25 years of experience in supported employment and is on a steep learning curve about residential services. Prior to her work at NIVC, Sherry was the area education agency transition coordinator for 24 school districts and a Hospice of North Iowa Social Worker. She obtained her B.S.W. from the University of Iowa and her M.S. degree in rehabilitation counseling from Drake University.  Sherry is a member of Iowa APSE and a past board member of National and Iowa APSE. As a CARF surveyor, Sherry has provided employment services consultation to over 85 community rehabilitation organizations throughout the United States and Canada.
