1115C HCBS Waiver Application - This is the manual DHS uses
in completion of their waiver applications. There is excellent information
on the new CMS framework, quality management, financial accountibility,
information on statutory services (ex: day hab, prevoc, etc.131 through
162). An outstanding resource.

HCBS Waiver Quality Framework Description - DHS is currently
working on rules and guidelines to meet the requirements of the quality
framework. The DHS draft guidelines are on the website.

Instructions for HCBS Waiver - this is the CMS instruction
manual for states to use as a guide to complete the 1915C HCBS waiver
application. Iowa's HCBS waiver is a 1915C waiver. This provides excellant
guidance and information on HCBS waiver services.
