Located within the Iowa Department on Aging, this position performs non-supervisory program management work directing operations of Iowa’s ADRC. Manages & coordinates the collection of data & related analysis of programs, processes, administrative rules & regulations. Serves in a leadership capacity & as a liaison involving appropriate federal, state & community organization & service providers. Monitors & manages contracts including project budgets. Makes formal presentations both orally & in written format that informs, interprets & persuades a wide variety of public & private groups.
Salary range: $51,376-$79,456. Minimum requirements: Graduation from accredited 4 year college or university & experience equal to 4 years of full-time professional work such as program administration, development, management or operations. Experience in geriatrics, disability & human services required.

The federal Affordable Care Act (ACA also known as ‘Health Care Reform’) will increase Medicaid enrollment by over 25% in 2014, & includes a major expansion to the Medicaid program & fundamental changes in program income standards, eligibility guidelines, procedures for program access, benefit design, reimbursement methods, plus a myriad of federal regulatory changes in program policies & guidelines, & redesign of the IT support system. The Executive Officer 2 (EO2) will lead the reengineering process of Medicaid eligibility by developing strategies & solutions, work plans & communication plans defined within the Medicaid eligibility mandates of the ACA.

This self-directed position establishes program goals designed for successful implementation of all phases of the highly complex Affordable Care Act (ACA). The position will represent the department in external meetings with legislative committees, other state agencies, & stakeholders, & must coordinate the work of 3 full-time dedicated staff & up to 15 staff as assigned across all DHS divisions & will be responsible for ensuring that DHS is prepared to meet the federally mandated due date with minimal errors or disruption.
